 I put the washer under the locknut.

A slight improvement would be to use the Thackery washers below and the rubber spacers and cup washers on top so you have the benefits of the vibration dampening on top without having to replace the rubber below often (fuel drippings tend to ruin the rubber).

The distributor will just plug in, assuming it's a Lotus unit and has the correct advance weights inside.
