 WOW!  Exact same question I had about the silcone on the cam cog bolts.  I just started putting mine together this morning.  I probed the holes and thought the bolt holes had solid bases.  If it is "gun drilled," should I clean out the holes with a cleaning rod?  What caliber brush is best?
