You can just pull the dash pod out and it's easily accessible.  It may be tough to get the pod out the first time, but it will be worth it if you go ahead and paint up the rusty spike and lube it.  I can get my dash pod out with minimal effort now, and it stays in place just fine.  There are two screws in the tops of the outermost gauge openings.  Remove those and it's just the ol' spike holding it all in.  With some elbow grease you can get it out.  I fount it easiest to go ahead and wiggle my hands up behind the dash to remove the speedo and tach.  Then I could grab the middle of the pod on either side of the spike and give a nice, even pull.  It's easiest if you take the steering wheel off first.

Once the pod's out, the voltage regulator is easy to get to.
