40 would probably be all as there is very little tension or compression of the bolts

Assuming the later, larger flanges that use the 3/8" X 24 threads/inch, standard torque would be 44 ft-lbs for a grade 5 bolt. 40 would probably be all as there is very little tension or compression of the bolts
