I bought my J/H in '93 the cover at that point was long gone. In 30 years I've never had a problem due to a lack of a cover.
As far as the rag into the works goes, just BE CAREFUL working around the front of the motor with the engine running or avoid it altogether! There's also the spinning radiator fan as well which can be just as dangerous as the belt.
