yes, it's supposed to. The light is on the "constant" power(fuse #3--bottom) and the plunger that opens up when the door opens is supposed to "ground" out the connection, thus lighting the bulb.
These "plungers" are NOT self cleaning, such as the LIGHT and FAN switches. Removing the plunger and maybe spraying contact cleaner repeatedly may allow the two coper spade connectors to short out, giving the ground necessary.
