 If you can't find a puddle of fluid somewhere then yes, it's most likely the master cylinder. The good news is it isn't hugely expensive.

To check the master make sure there is enough fluid in it and see if you can get a friend to sit in the car and apply a steady pressure while you look through the top (with the cap off). If you see enough fluid in there and the level remains steady but the pedal keeps falling to the floor, there is a busted seal in there.
