My guess is that they are only needed to keep the drum from moving around until the wheel and lug nuts are torqued on. After the wheel is installed the torque of the lug nuts will keep the drum in place.Exactly. They're just assembly aids, and they have no real "braking" function. Omit them if you wish.
If you do delete them, then don't be surprised if a drum falls off when you remove a wheel. It can happen. Just put it back.
