And I agree: I don't think they are necessary, just keeps the drum in place when you remove the wheel.

Well, mine (16173) does have them threaded: 1/4-28 bolt, I believe it's a half inch length from memory. And I agree: I don't think they are necessary, just keeps the drum in place when you remove the wheel.
