I think, from memory, that the left hand side of spring 20 attaches to the same hole in the left hand brake shoe. But I may be mis-remembering as it's been a while since I stripped my drum brakes and they're not in the place where I'm staying at the moment. If not, it attaches to the hole immediately below the rectangular slot in the left hand brake shoe.

It should be easy enough to check - position the brake shoes correctly on the backing plate, and offer spring 20 up to the brake shoes. This spring is a bit of a stretch to position, but not too much.
